Zakharova: “U.S. forces in Syria are acting as occupants, their presence is considered hostile”

The United States received no permission from the United Nations to intervene in Syria, Russian Foreign Ministry Spokeswoman Maria Zakharova said on Thursday, 16 November.

“We were surprised to hear a statement made by U.S. Defense Secretary James Mattis when talking to the U.S. media representatives, on November 13, that the U.S. Armed Forces are in Syria <with the permission of the UN>”, Zakharova said.

Her comments were made after Secretary of Defense, James Mattis, said that Washington’s intervention in Syria had been approved by the United Nations.

“I want to remind you that the Security Council is the only agency under the UN Charter that is entitled to take decisions on using military force”, she said, adding that “no such decision has been taken”.

“The U.S. forces are there contrary to the wishes of Syria’s legitimate government, in fact acting as occupants”, the diplomat stressed.

Outside of the UN, for the U.S. to be able to conduct legal military operations abroad, it should also receive the approval of the Congress – yet this regulation is constantly violated. Activity against terrorist groups, as well as government forces, have taken place in Iraq, Syria, Yemen and Libya and are explained by the fact that the Congress allowed the U.S. forces to fight Al-Qaeda in Afghanistan, after the attacks of September 11, 2001.

Critics say that the White House and Pentagon are interpreting the legislation too broadly. On October 30th, Rex Tillerson, US Secretary of State, stated that “geographical constrictions” [of the bill] should not be a limitation for the US to fight ISIS anywhere in the world, and that no updated legislation was necessary. This doesn’t change the fact that no UNSC permission, on behalf of the international community, was ever given to the US to invade Syria.

Secretary of Iran’s Supreme National Security Council (SNSC) Ali Shamkhani underlined that the UN Security Council’s resolution to deploy UN observers to Aleppo to monitor evacuations is useless and ignores dispatch of humanitarian aid to people who are besieged by the terrorists.

“Approval of the UNSC’s Resolution 2328 last night was a move to continue the past destructive measures and paves the ground for the intelligence and military agents of the countries which support terrorism to enter Aleppo in disguise as observers,” Shamkhani told reporters in Tehran on Tuesday.

France has called for an emergency meeting of the UN Security Council to discuss the situation in Aleppo, following reports of civilian causalities during the fight for the city. The Russian Center for Reconciliation stated on Monday that over 98 percent of Aleppo had been retaken and tens of thousands of civilians evacuated.

Moscow has blasted as “outrageous twisting of the facts” a statement by EU foreign policy chief Federica Mogherini, who said the EU was the only party providing aid to Syria.

“It’s outrageous twisting of facts which ignores what Russia has been doing for a long time”, Russian Deputy Foreign Minister Sergey Ryabkov said.

The Russian Foreign Ministry also officially responded to Mogherini’s statement “with surprise,”and said that Russia, “unlike other international players, is actively supplying thousands of tons of humanitarian aid to various regions in Syria, including the liberated areas in eastern Aleppo, at the risk of Russian military lives.”

“If the high representative [Mogherini] means providing assistance to terrorists and extremists, then we don’t participate in this, indeed”, the statement added….

The Russian official’s statement comes after the High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini said in Berlin on Wednesday, that the EU “are the ones – the ones, not among the ones – that are providing humanitarian aid, in Syria and around. I don’t see many others doing as much as we are”… … …

…Mogherini (one of the Renzi’s team), for those who know the Italian politicians, is just a ridiculous puppet in the hands of the NATO’s financial lobby …

Calls to stop liberation of East-Aleppo resemble attempts to save their puppets. Russia reiterates call on Western countries to join real efforts to defeat terrrosts in Syria, according to official statement of the Russian Foreign Ministry.

Russia and China have vetoed a UN Security Council resolution on immediate seven-day ceasefire in the Syrian city of Aleppo, which was submitted by Egypt, New Zealand and Spain. Russian Foreign Minister earlier described the draft resolution as “counterproductive”.
Before the vote, Russia’s UN envoy said that the country would vote against the document, informing UNSC members of Moscow’s decision.

Russian Foreign Minister Sergey Lavrov said that the resolution ran counter to a solution that the US and Russia are trying to agree on for Aleppo.
“Taking into consideration the outcome of the previous pauses [in the conflict], there is absolutely no doubt that the 10-day ceasefire, which backers of the draft resolution generously want to provide the militants with, would surely be used for regrouping and rearming the extremists and would slow down the liberation of eastern Aleppo from them,” Lavrov said.

UNSC ~ Syria’ Permanent Representative to the UN Bashar al-Jaafari said on Wednesday that the continued trafficking in the Syrian blood by representatives of “al-Golani” and ISIS, through the humanitarian file, will not affect Syria, with the support of its allies, to practice its legal duty in combating terrorism and saving the lives of its people in line with principles of the international law and the relevant UNSC resolutions on counterterrorism.

Al-Jaafari added in a speech at UNSC session on the state in the Middle East that liberating more than 80 thousand of children and women in Aleppo was not part of the British and French foreign ministries’ plans or the US Department of State’s which all allege they defend civilians in Aleppo.

He noted that these states’ calls to impose sanctions on Syria and Russia after the liberation of this number of civilians set another evidence on the exploitation of these Syrians by those who sponsor terrorism to protect terrorists and practice the cheap political blackmail.

Al-Jaafari indicated that that once again, representatives of Jabhat al-Nusra terrorist organization and other groups affiliated to them, call for holding an urgent UNSC session in an attempt to offer political and moral support to these groups following the great achievements of the Syrian army and its allies.

Syria’s permanent representative referred to the dozens of civilians who tried to flee from the eastern parts of Aleppo city to the safe areas in the western neighborhoods and were killed at the hands of “moderate opposition” terrorists who are backed by the US, Britain and France.

Russia’s Permanent Representative to the United Nations Vitaly Churkin said that his country vehemently condemns any attempts to protect or support terrorists in Syria under political pretexts, reiterating its rejection of the use of humanitarian pretext to achieve any political objectives.

ZIONIST ENTITY ~ In an attempt to divert attention from the successes achieved by the Syrian Arab army, warplanes of the Israeli enemy launched two rockets on Damascus countryside at dawn on Wednesday, a military source said.

The source added that the Israeli rockets were launched from the Lebanese airspace and fell in al-Sabboura area in the western countryside of Damascus, indicating that no human causalities were reported.

According to the source, the attack on al-Sabboura is a “desperate attempt” by the Israeli occupation entity to raise the deteriorating morals of the Takfiri terrorist gangs after the heavy losses they have suffered in many areas, especially in the western countryside of Damascus…>>>…

Ce 21 novembre, au lendemain de la proposition indécente de Staffan de Mistura, consistant en une administration autonome confiée à un « comité local » de terroristes retranchés dans les quartiers est d’Alep, d’où ils pilonnent les quartiers ouest, s’est tenue une énième réunion du Conseil de sécurité sur la situation humanitaire en Syrie.

Proposition refusée par Damas qui a officiellement informé l’émissaire de l’ONU par la voix de son ministre des Affaires étrangères, M. Walid al-Mouallem, que la décision de la Syrie et de ses alliés de nettoyer toute la ville d’Alep était ferme, définitive et ne saurait attendre. D’où, probablement, une séance plus houleuse qu’habituellement dans l’enceinte de l’ONU, une escalade des violences terroristes sur le terrain, et une escalade médiatique anti-Syrie et anti-Russie qui n’aura échappé à personne.

Samantha Power, déléguée permanente des États-Unis, poussent jusqu’à menacer les officiers supérieurs de l’Armée syrienne, en les nommant un par un, pour leur dire qu’elle les tient à l’œil [1] et qu’ils risquent de subir le sort de Milosevic…[2]. Mais le Dr Al-Jaafari n’a même pas relevé. On ne discute pas des héros d’une nation avec une collègue qui raconte n’importe quoi.

Le Dr Al-Jaafari invité à prendre la parole, observe et attend. Nous comprenons que certaines délégations quittent la salle [3]. Cette fois-ci la caméra de web.tv.un ne les a pas filmés. Et c’est le délégué de la Fédération de Russie, M. Vladimir K. Safronkov, qui demande la parole pour dire : « J’interviens juste pour qu’il soit noté que ce à quoi nous venons d’assister introduit une culture de comportements inacceptables au sein du Conseil de sécurité. Quand de distingués représentants de certains pays quittent ostensiblement la salle parce que le distingué représentant de la République arabe syrienne prend la parole, nous pensons que cela signifie qu’ils n’ont pas suffisamment de courage pour écouter le communiqué d’un collègue de notre profession. Et c’est inacceptable ! ».

Bachar al-Jaafari: “La sortie des représentants de certains États qui ont versé des larmes de crocodile sur la situation à Alep démontre l’étendue de leur hypocrisie et de leurs mensonges outranciers, fabriqués pour un spectacle qu’ils nous ont servi à maintes reprises. Mais, par un tel comportement, ils ne font que confirmer nos soupçons quant aux politiques de leurs pays absolument dénuées d’objectivité à l’égard de mon pays”.

Syria’s Permanent Representative to the United Nations Dr. Bashar al-Jaafari on Tuesday (11/10/2016) stressed that the plague of terrorism will “rebound” on the governments funding it and on other states sooner or later, stressing the need that the UN member states assume responsibility with regard to halting the trafficking of weapons, ammunition and terrorists across borders of Syria’s neighboring countries.

In a statement cited before the First Committee on Disarmament and International Security on the sidelines of the 71st session of the UN General Assembly, al-Jaafari said that the world is facing many challenges, on top of which the spread of weapons of mass destruction and the nuclear weapons in particular, as some nuclear states threaten others of using these weapons against them, in addition to the phenomenon of excluding Israel from the Non-Proliferation Treaty (NPT).

Additionally, the most dangerous phenomenon that is threatening the world today is supporting, arming, training and funding by some states including UNSC permanent member states to terrorist groups listed on UNSC lists, al-Jaafari added, clarifying that these terrorist groups use chemical weapons.

Syria’s Permanent Representative to the UN Bashar al-Jaafari on Sunday (9/10/2016) stressed that foiling the Russian draft resolution at the UN Security Council reaffirms the absence of the political will to fight terrorism and reach a political solution to the crisis among those who oppose the resolution in a time when the French resolution reflects France’s longing to its black colonial past and exposes it attempts to undermine the Syrian state.

In a speech at a Security Council session on Saturday, al-Jaafari added that the representatives of the colonial powers lost their minds and they proved that they have bad colonial intentions towards Syria and that their diplomacy is not a diplomacy of dialogue and solving conflicts through peaceful means.

Russian Foreign Minister, Sergei Lavrov made history […] at the UN’s meeting of the Security Council, declaring that future unilateral pauses couched as ‘ceasefire agreements’ are off the table. He has skillfully referred to the mounting factual evidence of the US’s continued flagrant violations on any number of points of agreement over the course of this conflict.

These include primarily the violations of the ceasefire itself, in conjunction with officially leaked elements of the ‘secret text’ of the recent ceasefire which evidence that the US has been unable to reign in a number of groups signing onto previous ceasefires, let alone those groups the US claims to be moderates but did not sign onto the ceasefire, both of which continue to work closely with either ISIS or Jabat Al-Nusra. Russia has no doubt pointed out successfully that several of these groups are fictional entities, and are but operational synonyms of Al-Nusra (formerly called Al-Qaeda of the Levant), itself.

The impossible to ignore context here naturally is the ceasefire ending US joint attack alongside ISIS upon the Syrian Arab Army position at Deir ez-Zor which was sustained and lasted over an hour, despite calls from the Russian coordinating hotline which existed pursuant to standing agreements on deconfliction.

…Aujourd’hui, je répète que le gouvernement syrien est prêt à participer efficacement à tout effort sincère ayant pour but d’arriver à un règlement politique aux termes duquel les Syriens décident seuls de leur avenir et de leurs choix, par le dialogue entre Syriens, sous direction syrienne, sans ingérence extérieure et selon des modalités garantissant la souveraineté, l’indépendance, l’unité et l’intégrité territoriale de la Syrie, telles que mentionnées dans le deuxième paragraphe de l’introduction à la résolution 2268 adoptée à l’instant….

…Quant aux Syriens, Monsieur le Président, ils sont invités à travailler au renforcement de la réconciliation nationale et à la mobilisation de tous les efforts afin de vaincre le terrorisme, de reconstruire le pays, une nouvelle Syrie une et indivisible aussi bien au niveau de son peuple que de sa géographie, et de préserver sa souveraineté et son indépendance nationale…

The UN Security Council on Friday unanimously adopted resolution No. 2268 on cessation of combat activities in Syria.

The council reiterated commitment to Syria’s sovereignty and territorial integrity, voicing support to settle the crisis in Syria through the UN, based on Geneva Statement and Vienna declarations.

Members of the Council called on UN Secretary General and his Special Envoy for Syria to resume the Syrian-Syrian dialogue as soon as possible.

In a statement after the Council adopted the resolution, Russian Deputy Foreign Minister Gennady Gatilov stressed the need to stop the support provided for terrorist organizations by foreign sides because that hinders the political solution for the crisis in Syria.

The United Nations Security Council (UNSC) has extended for one year its sanctions against Yemen’s Ansarullah movement amid unabated Saudi aggression on the impoverished country.

The Security Council on Wednesday extended its sanctions on Ansarullah movement and the former president, Ali Abdullah Saleh, until February 26, 2017.

The UN Security Council passed a resolution last year targeting the Houthi Ansarullah movement in Yemen.

Two senior Ansarullah leaders, Abdul Khaliq al-Houthi and Abdullah Yahya al-Hakim were also blacklisted by the UNSC.

France, the United States and Britain have rejected the text of a Russian-drafted UN resolution aimed at putting an end to Turkey’s military actions and provocations in Syria.

French Ambassador to the UN Francois Delattre claimed Moscow’s backing of Syrian forces had led to a dangerous escalation in the war.

Meanwhile, US Ambassador to the UN Samantha Power said the draft would distract the world, adding Moscow should instead focus on implementing a UN resolution passed in December that endorsed an international road map for a Syria peace process.

Turkey has called for a joint ground operation in Syria, insisting it is the only way to stop the country’s five-year war.

This as the country stands accused of fuelling the war by supporting terrorist groups like Daesh and Nusra Front.

Major world powers have agreed to a ceasefire and to the delivery of immediate aid in Syria, while Syrian Army & Allies can continue fighting against Daesh, Al-Nusra & every terrorist gang.

What’s not too clear to us is: but if all sides fighting in Syria (against the legitimate government of Damascus) are in one way or another terrorist organizations, or affiliated and working side by side to al-Qaeda and Daesh, (against which it was clearly stated that it is legitimate and permissible to continue fighting), by who should be exercised this “ceasefire”?!?  The FSA? We all know that the FSA does not exist anymore and that its members and leaders are the same of the various gangs affiliated with al-Qaeda (or respond to their orders).

To be honest and fair, we have to say that Syria is going to win just some battles, but the war still will rage for a long time, until the terrorism and its godfathers, will be completely and globally won, beated, extirpated, because the ‘chosen’ enemies of Syria (and Russia and Iran…) not easily stop wanting to achieve their evil goals.

The neo-conservatives and liberal hawks who have been preparing the war against Syria since 2001 have been relying on several states from the UNO and the Gulf Co-operation Council.

While we know about the role played by General David Petraeus in launching and pursuing the war until today, two personalities – Jeffrey Feltman (number 2 at the UNO) and Volker Perthes (Director of the main German think tank) – have remained in the shadows.

Together, with the support of Berlin, they have been using and are still manipulating the United Nations in order to destroy Syria.

In 2005, when Jeffrey Feltman – then the US ambassador in Beirut – supervised the assassination of Rafic Hariri, he relied on support from Germany, both for the assassination itself (Berlin supplied the weapon) [1], and for the UNO Commission charged with accusing Presidents el-Assad and Lahoud (prosecutor Detlev Mehlis, police commissioner Gerhard Lehmann and their team).

The international campaign against the two Presidents was notably led by the German political analyst Volker Perthes [2]… … …

During the annual meeting of the Bilderberg Group, between the 5th and the 8th June 2008 – five years before the war – Secretary of State Condoleezza Rice gave a presentation which underlined the necessity of overthrowing the Syrian government.

She was accompanied in this task by the Director of the Arab Reform Initiative [3], Bassma Kodmani (future founder of the Syrian National Council), and the Director of the SWP, Volker Perthes.

The US and Turkey didn’t inform the UN Security Council about the terrorist organizations Islamic State in Iraq and Syria (ISIS) illegally trafficking stolen oil, Russia’s Permanent Representative to the UN said.
“Under UN Resolution 2199, banning financing of the terrorist organization, adopted on our initiative in February, countries are obliged to provide information to the Security Council, if they have such information. That means the Americans had to provide such information, and of course Turkey, which should have reported any illegal oil trade going on there. They didn’t do it,” Churkin said.

The Foreign and Expatriates Ministry sent two identical letters to the UN Secretary-General and the head of the Security Council stressing that the continued silence vis-à-vis the crimes of the armed terrorist organizations in Syria has become a source of encouragement for specific regimes in the region.
The Ministry considered that the continued silence over crimes has become a source of encouragement for extremist terrorist organizations such as ISIS, Jabhat al-Nusra, Jaish al-Fateh and other terrorist organizations which are supported from abroad and became a basis of strength for some regimes that finance, train, keep, arm and recruit terrorists coming from different countries to kill Innocent people and destroy civilization and culture in Syria.

Syria took a scathing swipe at Britain on Sunday over the British position on Syria and the latest statements made by its Foreign Secretary, condemning Britain’s “political hypocrisy”.

In two letters it addressed to the UN Secretary General and Chairman of the Security Council, Foreign and Expatriates Ministry dismissed the escalation in the “brazen” attitude of some British officials on the situation in Syria, including those of the Foreign Office.

The British government, they said, has no right to peach to others about democracy, human rights and combating terrorism when it itself has employed all its capabilities and brought into play its “colonialist experience” in providing all forms of support, including financially, militarily, politically and media-wise, to the terrorist organizations in Syria.

The fact that the British government has sent terrorists and extremists to Syria, such as its national “John, the ISIS Slaughterer”, and harbored over tens of years others like Abu Qatada and Omar Abdel-Rahman reveals Britain’s “political hypocrisy and the falseness of its claims about promoting democracy, fighting terrorism and protecting human rights,” according to the letters.

The UN Security Council on Friday unanimously adopted resolution No. 2235 on forming an international committee of experts to investigate the use of chemicals including chlorine in Syria.

Syria’s Permanent Representative at the UN, Dr. Bashar al-Jaafari, affirmed in a speech at the Security Council after the resolution was adopted that the Syrian government and Syrian Arab Army never have and never will use chemical weapons under any context, adding that the Syrian Arab Army and Syrian civilians were targeted with chemical weapons, including chlorine, by armed terrorist organizations, namely the Islamic State of Iraq and Syria (ISIS) and “Jabhat al-Nusra.”

The Syrian government is not responsible for the use of chemical weapons; it addressed dozens of letters supported by evidence to the Security Council, its specialized committees, and the Organization for the Prohibition of Chemical Weapons (OPCW) about the possession, manufacture, and use of chemical weapons by terrorist organizations in Syria,” he added.

Forces of Takhya tribe launched a surprise attack on al-Manara military base in the Saudi territories near the Yemeni border, according to the Yemeni sources, who said that tribesmen managed to control the site.

Members of Ansarullah movement made significant gains against al-Qaeda militants and the remnants of the former regime on Thursday despite two weeks of Saudi airstrikes.

A high-ranking Yemeni official announced on Sunday that Riyadh has contacted several Yemeni tribes to demand them to start mediation efforts with Ansarullah movement.

President Nicolas Maduro said the country’s National Assembly elections must go on “whether the empire wants it or not.”

The Venezuelan National Asembly passed the enabling law that allows the country’s president to act to protect the peace against recent threats made by the United States government of Barack Obama.

The bill, which received 99 percent of votes from the Great Patriotic Pole alliance – the largest voting bloc in the assembly, will now move to a second reading for final approval. UN Special Envoy on Syria Staffan de Mistura asserted that the political solution is only solution for the crisis in Syria, that President al-Assad is part of that solution and he will continue to hold discussions with him.

Any peaceful solution to the crisis in Syria must involve President Bashar Assad, the United Nations envoy to Syria Staffan de Mistura said Friday.

“Syria welcomes the UN Security Council Resolution 2199 to crack down financing terrorist groups through illicit oil sales, trading in antiquities and paying ransom for hostages” and highly appreciates Russian and Chinese delegations in this regard, Syria’s Permanent envoy to the UN Dr. Bashar al-Jaafari said.

Earlier Thursday, the United Nations Security Council unanimously adopted a Russian-sponsored resolution that calls for pulling the plug on funding terrorist organizations, including ISIS and Jabhat al-Nusra.

“Training centers established in Turkey, Saudi, Qatar and Jordan are not for means of peaceful negotiations to find out political solutions but rather are death-making camps for Syrians”, Syria’s UN envoy said, indicating those who legitimize trading Syrian oil for those terrorists and call them (Armed opposition forces), following stealing Iraq and Syria’s oil and exporting it after being reined at the Turkish refineries and European companies import it via Turkish mediators.

Damascus, 02/02/2015 – Syria said that acts of terrorism won’t dissuade it from fighting terrorism hand in hand with carrying out local reconciliations and exerting efforts to find a political solution to the crisis.

The affirmation came in two identical letters addressed to Head of the United Nations Security Council and the UN Secretary-General concerning Sunday’s terrorist bombing that targeted a civilian bus in Damascus.

The explosion ripped through a passenger bus, targeting civilians during rush hour in al-Kallaseh area which is adjacent to the bustling al-Hamidieh marketplace. Six civilians were killed and 24 others were injured according to initial reports.

The Ministry said the attack follows a grim pattern of terrorist acts with rocket shells, mortars, and explosive devices that has been going on for over four years, citing in particular the city of Aleppo that has borne the brunt of terrorist attacks against its civilians, neighborhoods, and heritage.
