An official source at the Foreign and Expatriates Ministry has said that de-escalation zone agreements reached in Astana-6 meeting do not legitimize the existence of any Turkish force on the Syrian territories, adding that the Syrian Arab Republic government considers such existence “illegal”.

The source noted that the Syrian government deputized the Russian and Iranian parties to complete the final agreement on Idleb province as long as they are the two guarantor states of the Syrian side, pointing out that it is an opportunity for the Turkish side and Erdogan’s government which guarantee the armed terrorist groups to retreat from their position in support of terrorism and stop arming, financing and supplying terrorists and sending them to Syria which will help restoring security to these areas…………..

Representatives from Iran, Russia, and Turkey have started Syria ceasefire talks in the Kazakh capital, Astana. Both the Syrian government and the opposition have sent delegations to Astana. U.S. and Jordanian representatives will be monitoring the process. The United Nations Security Council has already voiced support for a Syrian-led, Syrian-owned political process. Syria’s warring factions have held four rounds of negotiations in Kazakhstan since January in parallel to the UN-mediated peace talks in Switzerland. During last month’s talks in Astana, Iran, Russia, and Turkey agreed on establishing de-escalation zones in Syria’s mainly militant-held areas. The deal, which came into force on May the fifth, called for the cessation of hostilities between Syria’s warring factions.

“The terrorists will not comply with this resolution, that is of a ceasefire or stopping the launch of mortars. No, they would not. It is because they are not Syrians. For if they were Syrians, all of this wouldn’t have happened. They are not Syrians, they are from outside Syria”.

Naser Ahmed, resident of Harasta suburb of Damascus (Arabic): “This agreement is good, generally speaking. We hope it will be a good omen for the country. We, here, as the Syrian state, the inhabitants of Al-Assad Suburb, have suffered so much from mortars which came from Eastern Ghouta. Thank God for they did not hit, violating the agreement which came into effect since yesterday night. We hope it will be a good omen to prevent the bloodshed of people. The government used to take care of everyone. The reconciliations are good for the situation. We live in this country”.

Ali Mohamed, resident of Harasta suburb of Damascus (Arabic): “I don’t trust the terrorists whatsoever, for we saw nothing from them but deceit. Nevertheless, we are optimistic. The government is more ethical than them. They [the government] would have demolished the whole area if they wanted to, but we are more ethical than them. We are seeking the last of the bloodshed; this is why this reconciliation is very good”.

Basel Slalom, resident of Harasta suburb of Damascus (Arabic): “Actually, this agreement gives us great hope to reduce what we call ‘the light military operations’ inside the city. It would reduce mortars a bit from falling on citizens, so that they would be able to move and continue working. More generally, it would be an aid to the Syrian Arab Army, allowing for the army to concentrate on fighting IS in distant areas, in order to finish them”.

Basel Slalom, resident of Harasta suburb of Damascus (Arabic): “We suffered a lot from mortars. We are close to Douma, Harasta, and other areas in Ghouta. Many mortars used to fall several times a day. There are a lot of martyrs, especially children and women. They are civilians who did nothing, they were not carrying arms or shooting, and they suffered a lot. There are public utilities, cars, and houses which were damaged, and a lot of people were wronged by these mortars. And that was no good in the end. What have the terrorists achieved? They have only managed to shed more light on them as terrorists, and assert that they adhere to no commitments or promises”.

Mona Khalil, resident of Harasta suburb of Damascus (Arabic): “The terrorists will not comply with this resolution, that is of a ceasefire or stopping the launch of mortars. No, they would not. Iran, Turkey and Russia have signed a memorandum on the creation of four security zones in Syria during another round of the peace talks in Astana on May 4.

According to the document, security zones were proposed in the province of Idlib, in the area north of the city of Homs, in Eastern Ghouta near Damascus and in southern Syria.

“Guarantors within five days after signing the memorandum will create a working group at the level of authorized representatives to determine the boundaries of disarmament, areas of tension and security areas, as well as to address technical issues related to the implementation of the memorandum,” the text of the document reads.

All technical issues, including borders of the zones, should be solved until May 22. The next round of the Astana peace talks will take place in mid-July when the trilateral group will report about the process of the reconciliation.

If the initiative achieves at least partly success, this will likely mean that in May or June the Syrian Arab Army (SAA) and its allied forces, backed up by Russia and Iran, will launch a large operation against ISIS (ISIL, Daesh) in central Syria, aiming to reach the key city of Deir Ezzor besieged by ISIS. However, these will be possible only if the situation near Damascus, Daraa and Homs will be calm.

The SAA, led by the 105th Brigade of the Republican Guard, stormed the remaining militant defense lines in the southeastern part of the Qaboun district in eastern Damascus and captured a number of buildings from Hay’at Tahrir al-Sham (HTS) and the Al-Rahman Corps……………………….

Under the memorandum, any fighting between government forces and armed opposition will cease within the safe zones.

An official source at Foreign and Expatriates Ministry announced on Wednesday that in light of the Syrian Arab Republic’s commitment to preserve the lives of the Syrian people and stop the bloodshed, and based on its readiness to agree on all that would help the Syrian people return to their normal life as much as possible, activating and reinforcing the Syrian economy, and raising the living standard of citizens who suffered from the war imposed on Syria, and in line with its assertion on the country’s territorial integrity and sovereignty, the Syrian Arab republic supports the Russian initiative on the de-escalation zones and stresses commitment to the cessation of hostilities agreement signed on December 30th, 2016 including not shelling those regions.

In this regard, Syria affirms the continuation of the Syrian Arab army, the allied and backup forces in their war against terrorism and the fight against ISIS and Jabhat al-Nusra and other affiliated terrorist organizations wherever they were all over the Syrian territories.

Russian Presidential Envoy for Astana talks Alexander Lavrentyev affirmed on Friday that the planned de-escalation zones in Syria will be closed to the US-led coalition’s aviation.

He stressed that the US-led coalition’s “actions in the de-escalation zones, starting from now those zones are closed for their flights.” He added that the flight ban was not part of the memorandum establishing the safe zones, but assured the coalition would not fly over them……………..

Notre évaluation du processus d’Astana est positive tant qu’il sert le noble but pour lequel nous sommes venus jusqu’ici. Et c’est essentiellement :

1-la consolidation effective de l’accord de cessation des hostilités,

2-suivie de la séparation des groupes armés ayant signé cet accord de ceux qui ont refusé de le signer, c’est-à-dire la séparation entre ceux qui croient en une solution politique et les terroristes,

Communiqué du Dr Bachar al-Jaafari, chef de la délégation du gouvernement syrien à Astana
Mesdames et Messieurs,
Ces deux derniers jours, nous avons travaillé dur, jour et nuit, pour le succès de cette réunion et avons fait tout notre possible pour surmonter les obstacles. C’est pourquoi, nous croyons que la réunion d’Astana a réussi à atteindre « l’objectif de cessation des hostilités pour une période déterminée » qui ouvre au dialogue politique, en cours, entre Syriens.
À cette occasion, comme je l’ai déjà fait, nous remercions la Direction du Kazakhstan de toutes les facilités qu’elle nous a accordées pour le succès de nos réunions et de nos travaux.
Nous remercions, tout particulièrement, nos amis russes et iraniens pour les énormes efforts consentis, lesquels ont efficacement contribué à cette réussite. Et cela, dans le but de stopper l’effusion du sang syrien et de travailler avec ces groupes [armés] afin de vaincre, ensemble, le terrorisme et de reconstruire la Syrie.
Et nous disons aux États de la région connus pour leur soutien aux terroristes : c’est assez. Assez ! Vous avez dilapidé les richesses de vos peuples, amené le terrorisme dans vos pays, pris la responsabilité de faire couler le sang syrien. Fighting is escalating in northern Syria between Al-Qaeda-linked groups and mercenary-terrorists from other factions.

The first to attack were fighters from the foreign-backed jihadist-mercenaries of the Al-Nusra Front (now self-renamed ‘Fatah al-Sham Front’).

The mercenary-terrorist gangs have issued a statement saying that their attacks on other armed groups were to prevent a ‘conspiracy’ against them.

“We worked over the last two days painstakingly around the clock to make this meeting a success, and we did everything we could to remove the obstructions. Therefore, we believe that Astana meeting succeeded in achieving the goal of consolidating the cessation of hostilities for a specific period of time, which would pave the way for dialogue among the Syrians,” al-Jaafari told a press conference in the capital of Kazakhstan, that hosted a two-day meeting on the crisis in Syria.

He expressed thanks to the Kazakh leadership “for all the facilitations it provided to help our meetings and activities succeed.”

Al-Jaafari also extended thanks to the “Russian and Iranian friends” for their great efforts that have effectively contributed to make a success of the cessation of hostilities in order to reach towards stopping the Syrian bloodshed and working together with these groups to eliminate terrorism and reconstruct Syria.

“Stop playing with fire and betting on losing cards. Everybody has lost, including the countries supporting terrorism. Terrorism has arrived in their own backyards, which is something that we warned of from the very beginning,” said al-Jaafari.

“It was distressful that we had to sit in the same room with other Syrians that are linked to foreign agendas and are working for foreign authorities, and some of them are committed to terrorist groups,” said al-Jaafari, noting that this also happened before in Moscow and Geneva.
“However, no matter the cost, we would do that to save our state and our people. We do that according to a certain framework and a certain agenda, and also in light of the expected meetings, and we don’t do it without planning,” he added……………….

Permanent Representative of the Syrian Arab Republic to the United Nations, Bashar Jaafari, stated that Damascus was ready to do “whatever it takes” to “stop this bloodshed” despite it being “extremely painful” for Syrian government officials to sit in the same room as other Syrians allegedly “linked to foreign agendas and working for foreign powers”. ~ He made the statement during a press conference at the International Meeting on the Syrian Settlement in Astana, Tuesday.

Head of the Syrian Arab Republic delegation to the Astana meeting Bashar al-Jaafari said on Monday that the meeting aims at fixing the cessation of hostilities except for the areas where terrorist organizations are active.

In a statement at the opening of Astana meeting on Monday, Al-Jaafari asserted that herds of Takfiri terrorists were gathered, trained, financed, armed, and brought across the borders with the neighboring countries.

“Astana hosting the intra-Syrian meeting represents the mediation policy and the openness of Kazakhstan, and is the fruit of the joint efforts exerted by several parties, particularly the Russia and Iran, with the aim of fixing the decision of cessation of hostilities all over Syria except for the areas where terrorist organizations such as ISIS and Jabhat al-Nusra and others which rejected to join the agreement are active,” he said.

“Syria which we love is the homeland of diversity in all its forms, a homeland where the Syrians believe in the basis and principles of their independent democratic secular state based upon political pluralism, the rule of law, independence of the judiciary system, equality among citizens in rights and duties, guaranteeing cultural and social variety among all spectrum of the Syrian people, as well as maintaining the continuation of the work of the state institutions,” he said.

Al-Jaafari pointed out that: “al-Nusra is using water as a military tool, and since it is identified by the UN as a terror organization, al-Nusra cannot be defended, and the military operation against the terrorists depriving the people of Damascus from drinking water cannot be considered a breach of negotiations”…………………

On Sunday, a meeting between the delegation of the Syrian Arab Republic, headed by UN-diplomat Bashar al-Jaafari, and Russian delegation, headed by Alexander Lavrentiev has started.

Kazakh Foreign Minister Kairat Abdrakhmanov said that Astana meeting is considered part of the general efforts exerted for solving the crisis in Syria.

He added that the atmosphere ahead of Astana meeting tomorrow is very positive, pointing out that the preparations are concentrated for convening the meeting.

Head of the Syrian Arab Republic delegation to Astana meeting, Bashar al-Jaafari said the meeting will focus mainly on firmly establishing lines of the cessation of hostilities and separating the terrorist organizations of ISIS and Jabhat al-Nusra from other armed groups that joined the cessation of hostilities.

“There is a schedule and an agenda for the meeting with its major aim focused on a set of points, which are firmly establishing the lines of the cessation of hostilities, separating terrorist groups such as ISIS and Jabhat al-Nusra from other groups that have agreed to the cessation of hostilities or those who agreed to go to [Astana] meeting and reaching common denominators regarding the fight against terrorism,” said al-Jaafari.

“Turkey is a state that has been violating the Syrian sovereignty, providing assistance to the terrorist groups and impeding the peaceful solution. As for us, there is no Syrian-Turkish dialogue at the government level,” said al-Jaafari……………..

L’accord tripartite conclu entre la Russie, l’Iran et la Turquie ayant abouti au plan de cessation des hostilités garanti par la Russie et la Turquie, entré en vigueur le 29 décembre 2016 à minuit, adopté à l’unanimité par le Conseil de sécurité sous la résolution 2336 du 31 décembre, n’a pas empêché l’escalade des attaques terroristes sur l’ensemble du territoire syrien. Comme si chacun des pays souteneur de la guerre « sur » la Syrie, par le biais du terrorisme international, tenait à rappeler qu’il réclamait sa place à la table des négociations et, surtout, sa part du butin avant la prochaine réunion à Astana fixée au 23 janvier.

Certes, les Nations Unies ont fini par parler de « crime de guerre » commis par on-ne-sait-qui comme l’a prétendu M. Jan Egeland, chef du groupe de travail de l’ONU sur l’aide humanitaire en Syrie, devant plus de 5,5 millions d’âmes privées d’eau à Damas, 6 millions disent certains, du fait de l’afflux des déplacés vers la capitale, plus sûre.

Bientôt six ans de destructions, de malheurs, de froid, d’obscurité, de déchirures, de sanctions, dans pratiquement toutes les régions du pays et on-ne-sait-qui commet des crimes de guerre, malgré les preuves qui s’accumulent. En revanche, nul besoin de preuves pour accuser le gouvernement syrien, quand ce n’est pas la Russie, le Hezbollah, l’Iran ou l’Armée syrienne qui tue les siens?

Une armée syrienne que l’administration US sortante s’est empressée de classer, ce 12 janvier, sur la liste noire de l’OFAC [Office of Foreign Assets Control] pour utilisation d’armes chimiques, toujours sans preuves, sinon le monde entier le saurait, avec des sanctions ministérielles à la pelle portant sur 18 officiers supérieurs, dont le Colonel Souheil Hassan al-Hassan [1], héros national surnommé le « Tigre » par le peuple syrien, et les agences des Forces de l’air, des Forces de défense aérienne, de l’Armée syrienne, des Forces navales et de la Garde républicaine!

Ceci, alors que les chefs de groupes terroristes armés, tels Ahrar al-Cham, Jaïch al-Islam, Harakat Nour al-Din al-Zenki, Brigade Sultan Mourad, etc. se préparent à se diriger vers Astana……………………..

Le dialogue entre Syriens patriotes n’a pas attendu l’«opération» d’Astana, terme adopté par le quotidien syrien Al-Watan pour désigner les négociations en vue d’un règlement politique de la guerre contre la Syrie, telles que prévues par le plan de cessation des hostilités, garanti par la Russie et la Turquie, entré en vigueur le 29 décembre dernier à minuit, et adopté à l’unanimité par le Conseil de sécurité des Nations Unies sous la Résolution 2336 du 31 décembre 2016.

Le dialogue est déjà commencé entre les représentants des différents partis sur les plateaux des télévisions nationales. Pour exemple : l’émission d’Al-Akhbariya TV de ce 3 janvier 2017 où le débat mené par la journaliste Rania al-Zannoun a réuni:

– Mme Majd Niazi, Secrétaire générale du mouvement «Souriya al-Watan» [Syrie, la Patrie], regroupant 5 partis de l’opposition, 16 organisations civiles et nombre de personnalités indépendantes.

– M. Fateh Jamous, l’un des dirigeants de la « Coalition des forces du changement pacifique » ayant conduit une délégation d’opposition parlementaire syrienne à Moscou.

– Dr. Mahdi Dakhlallah ancien ministre, ancien ambassadeur et membre du parti de la majorité parlementaire, Al-Baath.

Un débat sans animosité et apparemment sans tabou puisque, tout en reconnaissant l’importance considérable de la base populaire du parti Al-Baath, les représentants de l’opposition l’ont mis devant ses responsabilités quant aux conséquences de son manque de concertation, de son acceptation que la justice soit plus clémente à l’égard des terroristes armés que des contestataires politiques et, aussi, de sa négligence face à la multiplication des écoles religieuses en Syrie avant la crise. Autant de critiques, justifiées ou non selon le Dr Dakhlallah, sur lesquelles nous ne nous étendrons pas, pour saisir l’essentiel de ce que ces trois invités pensent des négociations syro-turques prévues à Astana……………..
