5th round of Syria talks begin in Astana

Representatives from Iran, Russia, and Turkey have started Syria ceasefire talks in the Kazakh capital, Astana. Both the Syrian government and the opposition have sent delegations to Astana. U.S. and Jordanian representatives will be monitoring the process. The United Nations Security Council has already voiced support for a Syrian-led, Syrian-owned political process. Syria’s warring factions have held four rounds of negotiations in Kazakhstan since January in parallel to the UN-mediated peace talks in Switzerland. During last month’s talks in Astana, Iran, Russia, and Turkey agreed on establishing de-escalation zones in Syria’s mainly militant-held areas. The deal, which came into force on May the fifth, called for the cessation of hostilities between Syria’s warring factions.

Head of the delegation of the Syrian Arab Republic to Geneva, Bashar al-Jaafari, said the key achievement that has been reached during the fourth round of the Syrian talks in the Swiss city is the agreement on an agenda of four main points.

Speaking in a press conference on Saturday after the fourth round of the Syrian-Syrian dialogue in Geneva wrapped up, al-Jaafari said the fourth point, which is that of terrorism, was added to the three other points of governance, the constitution and the elections.

To name it, was included [in the agenda] upon our request, and it has gained the support of all the participant parties with the exception of the so-called ‘Riyadh delegation’ group.”

Al-Jaafari criticized the “Riyadh opposition” group, saying it is “clowning around” with its statements, which makes it look politically immature……………..

Au 5ème jour [27 février] de la Conférence de Genève 4, où les trois plateformes de l’opposition syrienne n’ont eu de cesse d’évoquer la résolution 2254 (2015), chacune l’interprétant en fonction de ses sponsors, sans jamais évoquer la résolution 2253 (2015) condamnant et sanctionnant les suppôts du terrorisme pourtant adoptée sous les mêmes conditions contraignantes du chapitre VII, Nasr al-Hariri, chef de l’autoproclamé «Haut Comité des négociations» du Groupe de Riyad, a entamé sa conférence de presse en ces termes :

«Imaginez la catastrophe humaine en Syrie… Nous avons remis [à Staffan de Mistura] une deuxième note qui parle des violations commises en Syrie d’un point de vue général et, notamment, de celles qui ont eu lieu depuis le début de ces négociations à Genève [23 février]. Naturellement, aujourd’hui, l’humanité a enregistré une victoire en Syrie. Celle de cette équipe de défense civile, connue de vous tous… celle des « Casques Blancs » qui ont gagné un Oscar aux USA pour leur film du même nom. Nous les saluons avec affection et considération du fond du coeur…» [1].

Nous n’irons pas plus loin dans la traduction, ni ne reviendrons sur la supercherie desdits «Casques Blancs», oscarisés par la dictature hollywoodienne après avoir raté le prix Nobel en 2016 [2]. Nous nous contenterons de signaler, à qui voudra s’en émouvoir, que des terroristes du Front al-Nosra se baladent librement dans les couloirs de l’ONU, l’un d’entre eux se tenant à sa tribune, à la gauche de M. Ce 20 février est une journée qui commence mal, très mal, par la nouvelle du décès de Monsieur Vitali Tchourkine, délégué permanent de la Russie auprès des Nations Unies. Une perte certainement terrible pour la Fédération de Russie. Une perte tout aussi terrible pour la Syrie. Qu’il repose en paix, ainsi que tous les soldats, médecins, infirmiers, volontaires et experts russes tombés en Syrie. Sacrifices qui ajoutent de la peine à la peine de tout un peuple reconnaissant pour toutes les fois où les amis russes sont intervenus afin de le soutenir contre des agresseurs sans foi ni loi.

II. Des agresseurs qui s’emploient à ressusciter « le Pacte de Bagdad » comme l’explique Madame Bouthaïna Chaabane, conseillère politique du Président Bachar al-Assad, dans son article de ce 20 février, publié par le quotidien syrien Al-watan :

“Un rapport confidentiel établi en 1983, et déclassifié le 20 janvier 2017 [1], révèle que les États-Unis ont encouragé Saddam Hussein à attaquer la Syrie dans l’objectif d’occuper les deux pays par une guerre sanglante qui épuiserait leurs forces.

Ce rapport s’appuie sur les déclarations de Graham Fuller, un ex haut fonctionnaire de la CIA, lequel affirme que les États-Unis ont fortement cherché à convaincre Saddam Hussein d’attaquer la Syrie, sous un prétexte ou un autre, dans le but de frapper les deux plus importantes forces du Moyen-Orient arabe et de les éloigner du front de lutte israélo-arabe. Mais vu que Saddam était engagé dans la guerre contre l’Iran, il fallait lui offrir de quoi le tenter avec le soutien de la plupart des États régionaux inféodés aux États-Unis, comme l’Arabie saoudite et d’autres Pays du Golfe, lesquels auraient financé cette guerre afin d’affaiblir la Syrie en tant que force régionale en plein développement. “Attempts to delay or postpone Syrian peace talks are unacceptable” [Maria Zakharova]

Russian Foreign Ministry Spokesperson Maria Zakharova told reporters that following the Astana talks that a major split occured between the Syrian ‘opposition’, during a press conference in Moscow, Friday.

Maria Zakharova, Russian Foreign Ministry Spokesperson (Russian): “After the meeting in Astana, a split occurred in the ranks of anti-government armed formations, as Jabhat-al-Nusra terrorists attempted massive attacks on the groups of armed opposition that sent their representatives to Astana, the capital of Kazakhstan. In this situation, a part of the moderate opposition requested Ahrar al-Sham to protect them, as they are a more powerful group which is seeking neutrality in the conflict of Jabhat-al Nusra, with supporters present at the Astana meeting. Meanwhile, the gangs whose chieftains are set on continuing the armed struggle with the government have started to actively pledge allegiance to Jabhat al-Nusra. In order to unite its supporters, al-Nusra has created a new structure – the United Liberation of the Levant – whose militants have engaged in fighting against Ahrar al-Sham.”

Maria Zakharova, Russian Foreign Ministry Spokesperson (Russian): “We also noticed in statements from the political and armed opposition, that they are trying to prejudge the results of the UN Geneva negotiations; which are scheduled to take place on February 20. Once again the opposition representatives set ultimatum-like preconditions with which they stipulate their participation in the peace talks in Geneva. Separately, I would like to mention the demand for an apology from the United Nations and the Arab League Envoy to Syria Staffan de Mistura for his statement, where he proposed to form an opposition delegation himself, if the oppositionists would not do that by themselves. From our side, we fully support De Mistura’s determination for a quick continuation of the intra-Syrian contacts in Geneva. We think that the attempts to delay or to postpone the peace talks are unacceptable.”

“We worked over the last two days painstakingly around the clock to make this meeting a success, and we did everything we could to remove the obstructions. Therefore, we believe that Astana meeting succeeded in achieving the goal of consolidating the cessation of hostilities for a specific period of time, which would pave the way for dialogue among the Syrians,” al-Jaafari told a press conference in the capital of Kazakhstan, that hosted a two-day meeting on the crisis in Syria.

He expressed thanks to the Kazakh leadership “for all the facilitations it provided to help our meetings and activities succeed.”

Al-Jaafari also extended thanks to the “Russian and Iranian friends” for their great efforts that have effectively contributed to make a success of the cessation of hostilities in order to reach towards stopping the Syrian bloodshed and working together with these groups to eliminate terrorism and reconstruct Syria.

“Stop playing with fire and betting on losing cards. Everybody has lost, including the countries supporting terrorism. Terrorism has arrived in their own backyards, which is something that we warned of from the very beginning,” said al-Jaafari.

“It was distressful that we had to sit in the same room with other Syrians that are linked to foreign agendas and are working for foreign authorities, and some of them are committed to terrorist groups,” said al-Jaafari, noting that this also happened before in Moscow and Geneva.
“However, no matter the cost, we would do that to save our state and our people. We do that according to a certain framework and a certain agenda, and also in light of the expected meetings, and we don’t do it without planning,” he added……………….

Once again a plan for democratic transition in Syria has been drawn up by a coalition of opposition groups meeting in London, supported by the usual suspects in the shape of Turkey, the EU, US, and Gulf States.

It is described as a detailed plan committing Syria to democratic and religious pluralism. Predictably, and the reason why it is a non-starter, it contains the pre-condition of Bashar al-Assad’s removal from power.

The coalition behind this ludicrous scheme goes by the name of the Higher Negotiating Committee (HNC), and is said to comprise thirty different ‘moderate’ political and military groups united in the objective of removing Assad as the country’s president.

Who exactly these people represent in Syria itself, nobody knows. What we do know is that Assad retains the support of the vast majority of his people, who will not accept any colonial arrangement to depose their president.

The Syrian government’s crime in the eyes of the West is not the lack of democracy – [how could it possibly be given the longstanding alliance between Western governments and Saudi Arabia, run by a clutch of medieval potentates?] – but rather the fact that Syria under Assad has long refused to bend the knee to US and Western hegemony, especially with regard to the country’s support for the Lebanese resistance movement, Hezbollah, and its friendship and alliance with Iran.

(SANA) ~ Russian Foreign Minister Sergey Lavrov announced on Friday reaching a deal to enhance the cessation of hostilities in Syria that would begin on Monday and that Russia and the US will coordinate to face terrorism and to provide the suitable conditions for the resumption of the inter-Syrian dialogue.

Lavrov added that the first step in the deal is holding a 48-hour truce then extending it for 48 more hours, and later the truce will be extended for seven consecutive days and after that a joint Russian-US coordination center will be established to coordinate air attacks against agreed terrorist targets in Syria.

The final statement of the International Syria Support Group meeting in Vienna will focus on ceasefire and sending humanitarian aid to the besieged Syrian people, Lebanese media reported on Tuesday.

According to al-Mayadeen news channel, the final statement will include ways to stabilize truce, stop the attacks and increase efforts to dispatch more humanitarian aid to the Syrian people surrounded by terrorists.

The Lebanese channel also reported that the fate of Syrian President Bashar al-Assad has not been mentioned in the final statement.

Head of the Syrian Arab Republic’s delegation to the Syrian-Syrian dialogue in Geneva, Bashar al-Jaafari asserted that the dialogue can still go on with the Republic’s delegation and other delegations of the opposition even if the “Riyadh opposition” group wants to suspend its participation.

He affirmed that the Republic’s delegation has shown the highest level of discipline and commitment among all the groups participating in the intra-Syrian dialogue.

He made it clear that the opposition groups who want to be part of an expanded national government should not be linked to terrorism or follow foreign agendas and should be living in Syria, adding that the “Riyadh opposition” group is linked to Saudi Arabia, Turkey and Qatar.

“Al-Riyadh opposition delegation stir problems since the beginning of the process in Geneva and threaten to suspend talks or postpone them as they wait for the orders from their supports in Saudi Arabia, Turkey and Qatar,” al-Jaafari said.

“The opposition is not only restricted to the higher Commission for negotiations formed in Saudi Arabia, “al-Jaafari told Reuters , adding “If they wanted to boycott talks, they could do so, it is not a big problem for us because they are not the only representatives of the Syrian opposition.”

Presidency of the Syrian Arab Republic affirmed that Syria and Russian are still committed to combating terrorism wherever it was in Syria.

“We received many questions and inquires since the announcement of the phone call between President Bashar al-Assad and Russian President Vladimir Putin about what has been circulated by some media institutions which are partners in shedding the Syrian blood and some social websites and internet for a group of strange stories and interpretations which are away from reality,” the Presidency said in a statement published on its page on Facebook.

The Presidency added that all those stories talk about “a Syrian-Russian dispute” which has led to the decision of decreasing the forces or that it is a Russian abandonment of combating terrorism in Syria.

The Presidency of the Syrian Arab Republic affirms that the step has been taken through full coordination between the Syrian and Russian sides, adding that this step was studied with care and accuracy in light of the latest field developments, the last of which is the cessation of hostilities.

The Presidency also affirms that Syria and Russia were and still are committed to combating terrorism in a joint way.

On Monday, President Putin indicated that the Kremlin will start withdrawing its main forces in Syria, saying that the military has largely achieved its objectives.

“I think that the task that was assigned to the Ministry of Defense and the armed forces as a whole has achieved its goal, and so I order the defense minister to start tomorrow withdrawing the main part of our military factions from the Syrian Arab Republic,” President Putin said during a meeting with the Russian Defense and Foreign Ministries, according to RIA Novosti.

The withdrawal will begin on Tuesday.

“With the participation of the Russian military…the Syrian armed forces and patriotic Syrian forces have been able to achieve a fundamental turnaround in the fight against international terrorism and have taken the initiative in almost all respects,” the Russian president said.

“There has been a significant turning point in the fight against terrorism,” Russian Defense Minister Sergei Shoigu said.

(Finian Cunningham) ~ An end to the Syrian conflict is desperately needed. But the latest plan for a cessation of violence is unlikely to take hold, as the deal struck by international powers is based on fundamentally opposing premises.

In short, Washington and its allies want regime change, while Russia and Iran insist that President Bashar Assad and his government are the legitimate ruling authorities in Syria. All sides are mandated by UN resolutions to respect the sovereign will of the Syrian people – to determine the political future of their country.

But the Western powers and their regional partners, Saudi Arabia, Turkey and Qatar in particular, are insisting – explicitly or implicitly – on their objective of ousting Assad. This premise of unlawful interference in the affairs of a sovereign state is the crux of the problem, and why the latest seeming agreement for a nationwide truce is as thin as the paper it is written on.

US Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov announced the proposal for a cessation of hostilities following six hours of negotiations with 15 other member states belonging to the International Syria Support Group in Munich last Friday. The truce is supposed to come into effect later this week.

The truce outlined in an ISSG communique does not apply to two militant groups: Islamic State (IS, also known as ISIL/ISIL or Daesh) and the Jabhat al Nusra Front. Both are linked to Al Qaeda and are officially listed by international governments as terrorist organizations. The provision also exempts “other terror groups” but does not specify the names. This is a major loophole in the proposed truce deal which will make its application extremely problematic if not infeasible.

That loophole also alludes to the foreign-backed nature of the conflict in Syria.

A victory in Aleppo will change the course of the war by restoring government control over the densely-populated western corridor.

This is why the Obama administration is frantically searching for ways to either delay or derail the Russian-led juggernaut and avoid the impending collapse of US policy in Syria.

Recent peace talks were convened with one goal in mind, to prevent Syrian President Bashar al Assad and loyalist forces from retaking Aleppo.

While it’s impossible to know whether Turkey, Saudi Arabia or the US will actually invade Syria, it’s clear by the panicky reaction to the encirclement of Aleppo, that all three countries feel their regional ambitions are more closely aligned with those of the jihadists than with the elected government in Damascus.

This tacit alliance between the militants and their sponsors speaks volumes about the credibility of Washington’s fake war on terror.

Finally, in less than five months, loyalist forces aided by heavy Russian air cover, have shifted the balance of power in Syria, forced thousands of terrorist insurgents to flee their strongholds in the west, cleared the way for the return of millions of refugees and displaced civilians, and sabotaged the malign plan to reshape the country so it better serves Washington’s geopolitical interests.

The war is far from over, but it’s beginning to look like Putin’s gamble is going to pay off after all.

The International Syria Support Group (ISSG) agree on Humanitarian Access, Political Process, Cessation of Hostilities in Syria, but ceasefire excludes groups designated as terrorist by the UN Security Council, as ISIS, al-Nusra and similar gangs, which the SAA will continue to fight until their total disintegration.

What’s not too clear to us is:
but if all sides fighting in Syria against the government of Damascus, are in one way or another terrorist organizations, or affiliated with recognized terrorist organizations (against which it was clearly stated that it is permissible to continue fighting), by who should be exercised this “ceasefire”?!?

The delegation of the Syrian Arab Republic arrived in Geneva on Friday to participate in the Syrian-Syrian talks under the auspices of the United Nations. The delegation is scheduled to meet the UN special envoy for Syria Staffan de Mistura at 6:00 pm Damascus time.

The delegation which is headed by Syria’s Permanent Representative to the UN Dr. Bashar al-Jaafari includes: Syria’s representative at the UN in Geneva Hussameddin Ala, Syrian Adviser to Foreign and Expatriates Minister Ahmad Arnous, Ahmad Kizbari, Mohamed Khair al-Akkam, Amal Yazigi, Hasan al-Bahri, Omar Ossi, Amjad Issa, Ammar Ersan, Jamila Shurbaji, Rafah Breidi, Elias Shahin, Samir Breidi, Osama Ali and Rouaa Shurbaji.

Russian President’s Special Representative for the Middle East and Africa, Deputy Foreign Minister Mikhail Bogdanov met a delegation of the Syrian national opposition in Moscow. The delegation included Elian Masaad, Secretary of the National Conference Party/A Secular Syria/ and official spokesman for the Syrian National Work Committee, Barwin Ibrahim, leader of the Syrian Youth for Development Party, sheikh Nawaf al-Milhem, General Secretary of the People’s Party and representative of the Syrian tribes and Tareq al-Ahmad, member of the leadership of the Syrian Social Nationalist Party.

HNC (High Negotiations Committee) represents a coalition of 15 “moderate” opposition (moderate cannibal terrorists) factions that were put together in Saudi Arabia last month. The group said earlier that it would not join the negotiations unless 1) Bashar Assad’s government abandoned sieges of settlements, 2) put a stop to air strikes, 3) release numerous captives (terrorists).

Despite the positive statements of De Mistura, if these are the premises, we do not believe that these meetings will produce anything good, while the only fields on which it is possible to solve the Syrian crisis are the battlefields and the direct reconciliations amongst people on Syrian soil.

(Finnian Cunnigham) ~ The main problem resides with the United States and Saudi Arabia both insisting that two militant groups should be part of the opposition to the Syrian government.

Those groups are Jaish al-Islam (Army of Islam) and Ahrar al-Shams (Nation of Syria).

Both are connected logistically and ideologically with Al Qaeda terror groups, including the so-called Islamic State.

The delay in the Geneva talks getting underway is because the Syrian government and its foreign ally, Russia, stipulate that neither Jaish al-Islam nor Ahrar al-Islam are allowed at the negotiating table.

Because they are terrorist organizations.

The purpose for their inclusion is to expedite Washington’s agenda of regime change in Syria, and has nothing to do with finding a genuinely peaceful settlement.

What the media should be saying is that the political talks on Syria are being held to ransom by the insistence of including terrorist groups in the negotiations.

And the people insisting on the terror groups partaking are Washington and its regional Arab allies.

That truth is far too grim to admit to public knowledge and discussion.

For such truth would indict Washington as a terror sponsor, answerable to international law.

The blackmail with which John Kerry would threaten Lavrov would be to accuse Russia at the Security Council of the United Nations of wanting undermine the meetings of peace…while we know rather well that it is precisely the U.S. who want to boycott in any way the meeting in Geneva, trying to prolong as much as possible the armed conflicts by the mercenary gangs at their service (by Saudi-Turkish hands) and boosting the terrorist attacks against the Syrian population.
