Head of the delegation of the Syrian Arab Republic to Geneva, Bashar al-Jaafari, said the key achievement that has been reached during the fourth round of the Syrian talks in the Swiss city is the agreement on an agenda of four main points.

Speaking in a press conference on Saturday after the fourth round of the Syrian-Syrian dialogue in Geneva wrapped up, al-Jaafari said the fourth point, which is that of terrorism, was added to the three other points of governance, the constitution and the elections.

To name it, was included [in the agenda] upon our request, and it has gained the support of all the participant parties with the exception of the so-called ‘Riyadh delegation’ group.”

Al-Jaafari criticized the “Riyadh opposition” group, saying it is “clowning around” with its statements, which makes it look politically immature……………..

Au 5ème jour [27 février] de la Conférence de Genève 4, où les trois plateformes de l’opposition syrienne n’ont eu de cesse d’évoquer la résolution 2254 (2015), chacune l’interprétant en fonction de ses sponsors, sans jamais évoquer la résolution 2253 (2015) condamnant et sanctionnant les suppôts du terrorisme pourtant adoptée sous les mêmes conditions contraignantes du chapitre VII, Nasr al-Hariri, chef de l’autoproclamé «Haut Comité des négociations» du Groupe de Riyad, a entamé sa conférence de presse en ces termes :

«Imaginez la catastrophe humaine en Syrie… Nous avons remis [à Staffan de Mistura] une deuxième note qui parle des violations commises en Syrie d’un point de vue général et, notamment, de celles qui ont eu lieu depuis le début de ces négociations à Genève [23 février]. Naturellement, aujourd’hui, l’humanité a enregistré une victoire en Syrie. Celle de cette équipe de défense civile, connue de vous tous… celle des « Casques Blancs » qui ont gagné un Oscar aux USA pour leur film du même nom. Nous les saluons avec affection et considération du fond du coeur…» [1].

Nous n’irons pas plus loin dans la traduction, ni ne reviendrons sur la supercherie desdits «Casques Blancs», oscarisés par la dictature hollywoodienne après avoir raté le prix Nobel en 2016 [2]. Ce 20 février est une journée qui commence mal, très mal, par la nouvelle du décès de Monsieur Vitali Tchourkine, délégué permanent de la Russie auprès des Nations Unies. Une perte certainement terrible pour la Fédération de Russie. Une perte tout aussi terrible pour la Syrie. Qu’il repose en paix, ainsi que tous les soldats, médecins, infirmiers, volontaires et experts russes tombés en Syrie. Sacrifices qui ajoutent de la peine à la peine de tout un peuple reconnaissant pour toutes les fois où les amis russes sont intervenus afin de le soutenir contre des agresseurs sans foi ni loi.

II. Des agresseurs qui s’emploient à ressusciter « le Pacte de Bagdad » comme l’explique Madame Bouthaïna Chaabane, conseillère politique du Président Bachar al-Assad, dans son article de ce 20 février, publié par le quotidien syrien Al-watan :

“Un rapport confidentiel établi en 1983, et déclassifié le 20 janvier 2017 [1], révèle que les États-Unis ont encouragé Saddam Hussein à attaquer la Syrie dans l’objectif d’occuper les deux pays par une guerre sanglante qui épuiserait leurs forces.

Ce rapport s’appuie sur les déclarations de Graham Fuller, un ex haut fonctionnaire de la CIA, lequel affirme que les États-Unis ont fortement cherché à convaincre Saddam Hussein d’attaquer la Syrie, sous un prétexte ou un autre, dans le but de frapper les deux plus importantes forces du Moyen-Orient arabe et de les éloigner du front de lutte israélo-arabe. France has called for an emergency meeting of the UN Security Council to discuss the situation in Aleppo, following reports of civilian causalities during the fight for the city. UNSC ~ Syria’ Permanent Representative to the UN Bashar al-Jaafari said on Wednesday that the continued trafficking in the Syrian blood by representatives of “al-Golani” and ISIS, through the humanitarian file, will not affect Syria, with the support of its allies, to practice its legal duty in combating terrorism and saving the lives of its people in line with principles of the international law and the relevant UNSC resolutions on counterterrorism.

Al-Jaafari added in a speech at UNSC session on the state in the Middle East that liberating more than 80 thousand of children and women in Aleppo was not part of the British and French foreign ministries’ plans or the US Department of State’s which all allege they defend civilians in Aleppo.

He noted that these states’ calls to impose sanctions on Syria and Russia after the liberation of this number of civilians set another evidence on the exploitation of these Syrians by those who sponsor terrorism to protect terrorists and practice the cheap political blackmail.

Al-Jaafari indicated that that once again, representatives of Jabhat al-Nusra terrorist organization and other groups affiliated to them, call for holding an urgent UNSC session in an attempt to offer political and moral support to these groups following the great achievements of the Syrian army and its allies.

Syria’s permanent representative referred to the dozens of civilians who tried to flee from the eastern parts of Aleppo city to the safe areas in the western neighborhoods and were killed at the hands of “moderate opposition” terrorists who are backed by the US, Britain and France.

Russia’s Permanent Representative to the United Nations Vitaly Churkin said that his country vehemently condemns any attempts to protect or support terrorists in Syria under political pretexts, reiterating its rejection of the use of humanitarian pretext to achieve any political objectives.

ZIONIST ENTITY ~ In an attempt to divert attention from the successes achieved by the Syrian Arab army, warplanes of the Israeli enemy launched two rockets on Damascus countryside at dawn on Wednesday, a military source said.

The source added that the Israeli rockets were launched from the Lebanese airspace and fell in al-Sabboura area in the western countryside of Damascus, indicating that no human causalities were reported.

Russian Defense Ministry announced that Russian and Syrian air forces had stopped airstrikes on Aleppo from 10:00am local time (0700 GMT).
Russian Defense Minister Sergei Shoigu, in a televised meeting with military officials, said strikes had been halted from 10:00 on Tuesday.
On Monday, The Russian Defense Ministry announced a humanitarian pause in Aleppo starting from next Thursday at 08:00 am (05:00 GMT) till 04:00 pm to allow the passage of the civilians and the evacuation of the sick and the injured.
Shoigu called on the countries that have influence over armed groups in eastern Aleppo to convince their leaders to stop military action and abandon the city.

Russia’s Ambassador to the United Nations Vitaly Churkin said that permanent ceasefire in the city of Aleppo is possible if Jabhat al-Nusra terrorists are taken out from the eastern parts of the city.

Chief of the Main Operations Department of the Russian General Staff Lieutenant General Sergey Rudskoy stressed that the terrorists in Aleppo are still receiving the US-made TOW antitank missile systems from their backers.

Russia will no longer agree to any unilateral steps in Syria, Russia’s permanent representative to the UN, Vitaly Churkin, stated.

Speaking at the UN Security Council session on Syria, the Russian representative noted that, during discussions on the Syria ceasefire agreement, the demand was made that Damascus unilaterally cease all air force flights as a precondition for a ceasefire.

“First they said three days. We agreed. Then they said: ‘No, the US president has changed his mind, now it has to be 7 days,” Churkin said.
“Such tactics cannot last forever.We will not longer agree to any unilateral steps,” he emphasized.

Syria’s Permanent Representative to the UN Bashar al-Jaafari asserted that the report issued by the United Nations and the Organization for the Prohibition of Chemical Weapons (OPCW) on the chemical attacks in Syria lacks physical evidence on using chlorine in the two cases referred to in the report.

Addressing a press conference after a closed-session of the UN Security Council on Tuesday to discuss the third report of the Joint Investigative Mechanism (JIM), al-Jaafari said the report’s conclusions are not convincing as they are based on accounts by witnesses affiliated to the armed terrorist groups.

Asked on whether Syria sees in the new report renewed pressure to return to the “red line” scenario, al-Jaafari made it clear that “this file has been ambiguous and disputable from the beginning” where many governments that are hostile to Syria fished in troubled waters regarding this file, in particular the American administration, only to later appear that it was inaccurate being based on false and baseless information.

UN Vitaly Churkin asserted: “Already at this stage, we have a number of questions regarding the findings of the OPCW-UN Joint Investigative Mechanism on some cases. Russia’s UN envoy has called on the international community not to draw “hasty conclusions” from a year-long UN investigation that blames the Syrian government for carrying out two chemical weapons attacks in the past two years, and Islamic State for one.

“We shouldn’t come to hasty conclusions. We need to step very carefully here,” Vitaly Churkin told the Russian media in New York, saying Russia needs more time to study the 95-page report.

The UN Security Council-backed investigation was conducted by the Organization for the Prohibition of Chemical Weapons (OPCW) and the UN’s Joint Investigative Mechanism, a body known as JIM that investigated nine separate chemical weapons attacks that had been previously verified by the OPCW.

All incidents occurred after 2013, when Syria handed over its chemical weapons arsenal to international monitors. In six instances, JIM was not able to definitively apportion blame, in two cases, in Idlib in 2014 and 2015, the report said that government forces had used chlorine gas – which was not removed in 2013 due to its civilian uses, but is forbidden on the battlefield. In one case, Islamic State appeared to have used mustard gas in Marea in August of 2015…

The Islamic State (ISIL, ISIS or Daesh) jihadist group generates up to $200 million in annual profits from around 100,000 cultural objects it controls in Iraq and Syria selling them through the Turkish city of Gaziantep, the Russian permanent representative to the UN said in a letter to the UN Security Council presidency.

“The main centre for the smuggling of cultural heritage items is the Turkish city of Gaziantep, where the stolen goods are sold at illegal auctions and then through a network of antique shops and at the local market,” Vitaly Churkin’s letter states.

Excavations at and transportation from around 4,500 archaeological sites, nine of which are in the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage List, are permitted only to those in possession of a stamp and signature from the department, according to the letter.

He affirmed that around 100,000 of the world’s archeological sites are under the grip of ISIS, 9 of which are classified within the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage List.

That means the Americans had to provide such information, and of course Turkey, which should have reported any illegal oil trade going on there. They didn’t do it,” Churkin said.

What our western partners are doing in Syria is considered a flagrant violation of the international law as they justify their steps by the Article 51 of the UN Charter on the right to self-defense, Churkin said in a press conference in New York Wednesday, adding that they carry out strikes in the territories of a sovereign country without the approval of its government.

Britain, Australia and France are taking part in the US-led campaign against the ISIL in Syria.

The Syrian Foreign Ministry has sent letters to the UN criticizing the violation of its sovereignty by the three countries.

The letters said the US-led military campaign in Syria grossly contravenes the UN Charter namely Article 51, which bans such interventions without the world body’s authorization.

The Syrian Foreign Ministry said their measures are being taken under the pretext of fighting terrorism without the approval of the Syrian government.

Damascus says the three countries should stop sending terrorists into Syria if they want to fight terrorism.
